Capitan Popovici was the 11th pilot licensed at the Romanian Flying School at Chitila, getting his license on 25 Sept 1913. He also is covered in the "istoria Aviatiei Romane, which I can unfortunately not translate for you.

If you search for "Andrei Popovici " +aviation, using the Google search engine, (12-4-06), you will find about 339 links, many of which appear to be relevant and very informative. One of them appears to be irrelevant. One of the others appears to be obsolete. The one below does mention Popovici.
George Valentin Bibescu, first Romanian airman.
This page on the Aeroclubl Romaniei website features the career of George Bibescu. However, it does offer the following paragraph which speaks of Andrei Popovici.
"End of August, Warsaw took in the FAI Conference. Group Captain Andrei Popovici and Bāzu Cantacuzino attended as representatives from our country. The latter travelled together with G.V.Bibescu, but this time on board of a Stinson aircraft owned by FAI president. "
