PLANNING THE DEDICATION CEREMONIES included tryouts of an aviation "first" the unveiling of the monument by a helicopter.

Because of Governors Island's status as an Army Base, all planning relating to the placement and dedication of the monument had to
be coordinated with military authorities there. Wholeheared cooperation and assistance was provided by the Deputy Post Commander,
